Module 2: The European Neighbourhood Policy

The objective of this module is to introduce to the genesis, objectives, methodology and the bilateral and multilateral instruments of the European Neighbourhood Policy.

Lectures includes an introduction to the topic as well as in depth analysis of the documents of the European Commission, the bilateral agreements (including the institutional framework), the ENP and ENP country reports, Action plans, NIPs as well as the analysis of the main characteristics of the multilateral instruments (regional, Inter-regional and cross border cooperation).

Interactive conclusive sessions are also scheduled.

Panel debates during which speakers will be invited to react on topical issues, and where the moderators will animate and stimulate the debate between the guest speakers and the participants.

The participants will be Officials from the 16 ENP countries:

• Coming from different Ministries dealing with ENP Affairs and/or EU Projects;
• With some basic knowledge on the EU institutional setting
• Newly appointed to work in an ENP related Department, or in an EU funded project or already working in such department or project but wishing to improve their knowledge about the ENP;
• Academic education or equivalent;
• Good command of English and/or French;
• In a position to become a contact point for activities linked to ENP Affairs/Projects in their country;
• Committed to actively support the partnership with the EU and all other ENP countries.
